For years, the government has been placing superhumans in frontline law enforcement positions. This classified program ended with reports of instability and dangerous behavior in some of the subjects. Sunder and Nexus were the last... two active agents. Although Sunder showed no signs of instability, the Nexus became extremely unpredictable and the government came to regard all genetically modified female superheroes as a liability. The Valhalla program is then developed in secret with the help of Commander Kovalis, the former commander of the heroine. His orders are simple: develop and test a weapon powerful enough to kill a hero, but technologically advanced enough to do so while inducing pure euphoria, so as not to alert the heroines. His first two subjects ordered to death are Nexus and Sunder. Not letting Nexus know the government's alternate motive, Kovalis brings her into the team with orders to find and bring Sunder back for testing. It's been years since active duty and Nexus knows he's going to have to make quite a bit of "noise" to get Sunder's attention.
